It sounds like you want to do two things:


1. Promote your own site (let people know you exist)


2. Invite people to join your site





Most of the help articles about promoting a blog site have literally dozens of tips, suggestions and ideas. One common theme seems to be signing up with other sources that act as search engines for blogs only. Technorati, for example.

If you do an internet search for "how do I promote a blog" or "how do I advertise a blog", you'll get millions of hits such as these:

By using sites like Technorati or Ezine your blog site will be exposed to thousands (maybe millions) of people. As far as emails, I'm not sure that's an effective way to advertise your site. You'd probably have to hire an outside marketing firm or subscribe to a bulk email service to access their email lists.
